Lactose is the sugar that is found in dairy foods and is normally digested by the enzyme called lactase, that is produced by the cells that line the intestines.
If someone becaomes lactose intolerant it means they stop producing that enzyme and the lactose in the dairy product goes through the intestines where undigested it causes gas and bloating. The REASON why people stop producing the lactase enzyme could be because they have a congenital problem with those cells (born with cells that don’t work properly) but people can also get damaged cells after a bad case of gastroenteritis, like food poisoning for example.
